Solution – mandarin

Another word for a bureaucrat is "Mandarin".  It is a term which derives from ancient Chinese bureaucrats who were known to be very strict and particular.

Chap = man
Boldness = daring
But it says "boldness briefly" so "daring" is cut short to "darin"

Man + darin = Mandarin
