A "bear garden" is a term for a place or
function that is noisy and disorderly. It
came from a long time ago when they used to enjoy the "sport" of bear
baiting. The places where that and other
rough sports were played were called "bear gardens". Of course we wouldn't tolerate this sort of
thing in modern times.
And "Pooh" is a reference to Winnie the
Pooh who was a little bear and like other young ones, he played in a garden.
